Allows private employers in Oklahoma to voluntarily adopt written veterans' preference employment policies for hiring, promotion, and retention decisions.

Defines "veteran" as a person who served on active duty in the U.S. Armed Forces and received an honorable discharge.

Permits employers to require veterans to submit a DD 214 (Department of Defense discharge form) to prove eligibility for the preference.

Establishes that granting veterans' preference under this policy does not violate state or local equal employment opportunity laws.

Directs the Department of Veterans Affairs to assist private employers in verifying veteran status to the extent permitted by law; effective November 1, 2015.
