Oklahoma Builders Registration Act (SB 199) Summary

• Creates the Oklahoma Builders Registration Act under the Construction Industries Board to license residential builders and contractors in Oklahoma, effective July 1, 2016.

• Establishes an Advisory Committee of Registered Builders consisting of 5 members (4 residential contractors with 5+ years experience and 1 certified building official) to advise the Board on licensure and regulation.

• Requires all residential builders to pass a Board-approved examination covering building codes, construction materials, plumbing, electrical wiring, and structure design, and to maintain $1,000,000 in general liability insurance and workers compensation coverage.

• Prohibits unlicensed individuals from using titles "Registered Builder" or "Licensed Contractor" (or initials R.B. or L.C.), with violations constituting a misdemeanor punishable by fines of $500 (first offense), $1,000 (second), or $2,500+ (third or subsequent).

• Requires licensees to register with county clerks, display licenses at business locations, include license numbers on all vehicles and building permits, and renew licenses annually by December 31st; initial and renewal fees set at $300.
