State Board of Education shall issue teaching certificates to persons holding valid out-of-state certificates for subject areas and grade levels matching the out-of-state certificate.

Teachers with five (5) years of successful teaching experience as certified teachers in accredited schools are exempt from competency examinations in aligned subject areas and grade levels.

All applicants for out-of-state certificate recognition must submit Oklahoma and national criminal history record checks at their own expense; Board may issue temporary certificates pending receipt of national fingerprint-based records.

Act becomes effective July 1, 2015, with emergency clause allowing immediate implementation upon passage and approval.
