• Requires elevator inspectors to obtain a license from the Department of Labor and demonstrate compliance with ASME QEI-1 Standards for the Qualifications of Elevator Inspectors.

• Mandates that non-employed elevator inspectors carry general liability insurance of at least $1,000,000 for injury or death and $500,000 for property damage, plus workers' compensation coverage.

• Shifts initial inspections of newly installed elevators to the Commissioner of Labor or designee, with annual inspections performed by licensed third-party inspectors or liability insurance company inspectors.

• Requires licensed elevator inspectors to provide written inspection reports to property owners and the Commissioner, with property owners having 30 days to correct violations.

• Changes inspection frequency for all elevator units from every two years to annually, and requires all tests to be performed by a licensed elevator mechanic; effective November 1, 2015.
