Amends Oklahoma law (11 O.S. 2011, Section 51-111) governing collective bargaining agreements for firefighters and police officers in municipalities.

Makes arbitration awards final and binding, except when an award directs reinstatement of a police officer terminated for use of excess force or aggravated sexual assault.

In cases involving excess force or sexual assault terminations, arbitration awards become advisory only, and municipalities may reject the award without being bound by it.

Allows a police officer whose reinstatement is rejected by a municipality to appeal the termination to state district court on grounds that the termination violates public policy.

Becomes effective November 1, 2015.
