Amends 19 O.S. Section 245 to clarify that county clerks shall make electronically-maintained records available to the public and may charge reasonable fees for providing them.

Establishes fee caps for electronic records: $0.25 per page or $0.15 per page when providing more than 3,500 pages, based on fees charged as of January 1, 2013.

Requires all recording devices for providing electronic records to be supplied by the county clerk.

Exempts news media obtaining records for news purposes and licensed abstractors from electronic record fees.

Prohibits county clerks from providing tract indexes for commercial purposes but allows access to and use of digital images of other records for commercial purposes; takes effect immediately upon passage and approval.
