Deletes the definition of "standby assistance" and modifies the definition of "supportive home assistant" to require demonstration of competence to the home care agency rather than through independent testing.

Requires supportive home assistants to complete agency-based training taught by a registered nurse applicable to the client's assistance needs before placement on any basis (full-time, temporary, per diem, or other).

Modifies the written training plan requirements for home care agencies to include specific components covering client observation, documentation, environmental safety, emergency procedures, bathing and grooming assistance, meal preparation, client rights, and infection control practices.

Exempts CD-PASS waiver program employer participants and Intermediary Services Organizations (ISO) from the definition of "home care agency" under Oklahoma's Home Care Act.

Becomes effective November 1, 2015.
