SB 221 Summary

• Removes limitation on certain teams evaluating third-grade students with reading deficiencies and directs team recommendations be based on analyzing all available pertinent information including classroom performance, cognitive level, and personal events.

• Beginning 2015-16 school year, third-grade students scoring unsatisfactory on reading portion of statewide test may be referred to summer academy of at least 80 instructional hours as alternative to retention.

• Students completing summer academy of 80+ hours and demonstrating proficiency or "limited knowledge" level reading performance may be promoted to fourth grade upon parent notification and option for retention.

• Allows Reading Sufficiency Act funds to be used for referral to summer academy programs and clarifies school districts may contract with private vendors or other districts to provide summer reading academies on regional basis.

• Effective July 1, 2015, with emergency declaration for immediate implementation.
