Senate Bill 224 Summary

• Increases Oklahoma Strategic Military Planning Commission from 5 to 6 Governor-appointed members to represent communities affected by realignment or closure of Altus Air Force Base, Vance Air Force Base, Fort Sill, McAlester Army Ammunition Plant, Tinker Air Force Base, and Oklahoma Army and Air National Guard facilities.

• Clarifies that the Secretary of Veterans Affairs and Adjutant General of Oklahoma Army and Air National Guard serve as ex officio, non-voting members of the Commission.

• Establishes the Oklahoma Strategic Military Planning Commission Incentive Fund within the Department of Commerce to provide financial assistance to local governments and communities for projects protecting their interests regarding military installation realignment or closure.

• Requires eligible local entities to demonstrate potential impact from military facility changes, develop approved plans, and provide matching funds, with violations resulting in treble damage liability to the state.

• Commissions dissolves December 31, 2020; becomes effective November 1, 2015.
