State Department of Health authorized to enter contracts for establishing new federally qualified health centers (FQHCs), including community planning, grant writing for federal 330 funding, and transitional operating support.

State Department of Health authorized to accept donations of land, property, buildings, equipment, and money for establishing or expanding FQHCs.

Department must develop a system allowing public comment submissions regarding designation of medically underserved areas (MUAs) and FQHC expansion and prospective locations.

Public comments must be submitted to the State Department of Health within 30 days and then forwarded to the Health Resources and Services Administration within the U.S. Department of Health and Human Services.

Comments received may only be used for the functions specified in this act and cannot be used for any other purposes; State Board of Health shall promulgate implementing rules.

Effective date: November 1, 2015.
