SB228 Summary

• Creates the Oklahoma Medicaid Reform Advisory Group consisting of five members: one state senator (appointed by President Pro Tempore), one state representative (appointed by House Speaker), and three members appointed by the Governor including the Health Care Authority Administrator, a private insurance industry representative, and a medical practitioner representative.

• All appointments must be made by September 1, 2015, members serve at pleasure of their appointing authorities, and vacancies are filled by the original appointing authority; a majority constitutes a quorum.

• Members receive no compensation but may be reimbursed for travel expenses according to state law; all meetings must comply with Oklahoma Open Meeting Act and Open Records Act.

• Oklahoma Health Care Authority must create a detailed reform plan (but not implement it) in coordination with the advisory group that excludes out-of-state managed care contractors and addresses cost growth forecasts, provider/recipient enrollment impacts, financial risk allocation, implementation timeline, and other specified elements.

• Authority must submit the reform plan or declare its intention to use pilot programs to the Legislature by January 1, 2016; the advisory group expires on January 1, 2016; the act becomes effective July 1, 2015 with an emergency declaration.
