Amends 51 O.S. 2011, Section 24A.10 regarding confidentiality of records and deletes obsolete language referencing the June 6, 1988 effective date.

Adds institutions within the Oklahoma State System of Higher Education to the list of entities authorized to keep confidential business plans, feasibility studies, financing proposals, marketing plans, financial statements, trade secrets, and proprietary information submitted for economic advice or business development purposes.

Allows the Oklahoma Department of Commerce, Department of Career and Technology Education, technology center school districts, Oklahoma Film and Music Office, and higher education institutions to disclose confidential information when the submitting person or entity consents to disclosure.

Clarifies that public utility providers must disclose customer address, rate, charges, consumption rates, bill adjustments, and reasons for adjustments while keeping confidential credit information, credit card numbers, social security numbers, and bank account information.

Effective date: November 1, 2015.
