Changes Oklahoma's Presidential Preferential Primary election date from the first Tuesday in March to the fourth Tuesday in March in presidential election years.

Authorizes the State Election Board to adjust the primary date to align with neighboring states' regional primary dates, provided the date is not before the first Tuesday in March.

Prohibits counties, municipalities, school districts, and other entities from scheduling elections during the 20 days immediately before the presidential primary, except home rule municipalities.

Updates candidate filing deadlines and petition signature requirements for presidential candidates to reflect the new fourth Tuesday in March date or alternative dates prescribed by the State Election Board.

Modifies special election dates in even-numbered years to allow elections on the fourth Tuesday in March and makes technical corrections to the existing election date provisions.

Takes effect November 1, 2015.
