Requires all health insurance navigators in Oklahoma to register with the Insurance Commissioner and maintain active registration to legally provide assistance with health benefit plan enrollment.

Establishes qualifications for individual navigators including being at least 18 years old, of good moral character, completing a criminal background investigation, and paying a registration fee not to exceed $50.

Prohibits summary reports provided to the Commissioner from including personally identifiable information, but allows navigators to verify specific client names, contact information, and contact dates upon Commissioner inquiry.

Imposes penalties including misdemeanor charges (up to $250 fine and 6 months jail) for acting as a navigator without registration and civil fines of $50-$500 per violation for navigator violations and entity violations.

Effective November 1, 2015.
