School counselors must implement a comprehensive developmental school counseling program in their schools.

Counselors shall spend at least 80% of work time providing direct services to students, excluding standardized testing coordination.

Direct services include delivering school guidance curriculum, guiding individual student planning, providing responsive services (counseling, crisis intervention, referrals), and performing other services prescribed by the State Board of Education.

During remaining work time, counselors shall spend adequate time on program support activities including professional development, consultation, collaboration, training, and program management operations.

Act becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
