Senate Bill 238 Summary

• Amends the Oklahoma School Testing Program reporting requirements to exempt schools from receiving A-F grades if more than 80% of students have individualized education programs (IEPs) under the Individuals with Disabilities Education Act (IDEA) requiring assessment through the Oklahoma Alternate Assessment Program (OAAP).

• Maintains existing school grading system based on 50% whole school performance, 25% whole school growth, and 25% bottom quartile growth, plus bonus points for attendance, graduation rates, and advanced coursework.

• Requires State Board of Education to establish minimum sample sizes for statistical reliability and continue protecting student confidentiality in annual reports.

• Mandates school site report cards be published annually on the State Department of Education website and delivered to parents, including school grades, improvement ratings, and return on investment indicators.

• Takes effect July 1, 2015, with an emergency clause for immediate implementation.
