• Removes requirement for the Director of the Office of Management and Enterprise Services to conduct training specific to the State Employee Assistance Program.

• Abolishes the Employee Assistance Program Advisory Council, including all provisions related to its membership, appointment, compensation, and authority.

• Maintains the State Employee Assistance Program within the Office of Management and Enterprise Services to provide voluntary assistance to state employees and families for medical, mental health, and personal problems.

• Preserves confidentiality protections for program participation records, keeping them separate from personnel files and exempt from subpoena unless a participant poses a threat to harm themselves or others.

• Effective date: July 1, 2015, with emergency clause declaring immediate effect upon passage and approval.
