Changes motor vehicle registration requirement from "surrendering" to "providing" security verification information to motor license agents, allowing electronic submission instead of physical forms.

Requires vehicle owners to provide insurance carrier name/NAIC number and policy number to enable online verification of coverage through an authorized verification system.

Authorizes motor license agents to use online verification system to certify insurance coverage exists, with fallback to physical form submission if the system is unavailable or information is not accessible.

Exempts specific vehicle categories from carrying or surrendering security verification forms, including government-owned vehicles, business fleet vehicles with proper registration, licensed taxicabs, and licensed used motor vehicle dealer vehicles.

Establishes misdemeanor penalty of up to $500 fine and/or six months imprisonment for knowingly issuing false or fraudulent security verification information; effective November 1, 2015.
