Oklahoma Health Care Authority and State Department of Health shall collaborate to identify benchmarks and develop goals to reduce diabetes incidence rates, improve health care services, and control complications.

Agencies must submit a biennial report to the Senate President Pro Tempore and House Speaker by January 10th of odd-numbered years containing fiscal impact data, prevention program assessments, and coordination descriptions.

Report must include detailed action plans with actionable items for the Legislature, expected outcomes and benchmarks, and a detailed budget blueprint identifying needs, costs, and resources required to implement the plan.

Provisions are limited to existing diabetes information, data, initiatives, and programs within the agencies prior to the effective date unless agencies have available funding for new research, data collection, or reporting requirements.

Act becomes effective November 1, 2015.
