Allows assisted living centers to submit written or electronic mail requests to the State Department of Health to participate in an informal dispute resolution panel as an alternative to the standard informal dispute resolution process.

Establishes the composition of the informal dispute resolution panel to include five impartial members appointed by the State Department of Health.

Panel membership consists of a licensed assisted living administrator, a health professional working in an assisted living center, two representatives from the aging and disabled community (non-state agency representatives), and a State Department of Health representative with assisted living center survey experience.

Becomes effective November 1, 2015.
