Exempts religious degrees from Oklahoma State Regents for Higher Education authorization requirements if issued by institutions whose primary purpose is religious training or theological education and are tax-exempt under Section 501(c)(3) of the Internal Revenue Code.

Requires all religious degrees issued under this exemption to include a religious modifier on the degree, transcript, and all official school documents and publications.

Applies only to religious degrees used solely for religious purposes within a religious organization.

Becomes effective July 1, 2015, with an emergency clause making it effective upon passage and approval.
