Transfers the Oklahoma Viticulture and Enology Center Development Revolving Fund from the Oklahoma Department of Commerce to the Oklahoma Department of Agriculture, Food, and Forestry.

Fund monies come from apportionments in Section 563 of Title 37 and any other sources in accordance with state and federal law.

Authorizes fund expenditures for establishing a Viticulture and Enology Center at Redlands Community College, developing viticulture and enology education programs, developing grape and wine production technologies, and increasing the wine industry's economic impact.

All funds currently held in the revolving fund remain available for use by the Department of Agriculture, Food, and Forestry for identified purposes.

Effective November 1, 2015.
