Creates the Spring Cleaning Commission within the legislative branch to operate until November 1, 2021, with duties to identify outdated, redundant, or obsolete state laws and recommend improvements.

Commission composed of 8 former legislators (not registered lobbyists or state employees) with 4 members appointed by the Senate President Pro Tempore and 4 by the House Speaker.

Commission shall be constituted by December 1, 2015, with Chair and Vice-Chair selected by members, requiring a quorum of 5 members for final actions and majority approval of 5 members for formal recommendations.

Members serve at pleasure of appointing authority with a maximum 6-year tenure, and staff support provided by the Senate and House of Representatives.

Act becomes effective November 1, 2015.
