Amends 69 O.S. Section 1600.1 to add exceptions to the three-year deceased requirement for naming highways and bridges to honor United States Armed Forces members, fallen law enforcement or firefighters, and Medal of Honor recipients (both living and deceased).

Designates the section of U.S. Highway 81 beginning at the intersection of U.S. Highway 70 and extending north to the municipal limits of Addington as the "Command Sergeant Major Benny G. Adkins Highway".

Requires the Oklahoma Department of Transportation to place suitable permanent markers bearing the designated name on the highway.

Effective date of July 1, 2015, with emergency clause allowing immediate effect upon passage and approval.
