Modifies the funding calculation for full-time virtual charter schools by changing the weighted average daily membership multiplier from 1.333 to 1.0, effective July 1, 2015.

Full-time virtual charter schools use actual student enrollment as of August 1 multiplied by 1.0 for initial funding calculations, with midyear adjustments based on actual enrollment figures rather than weighted averages.

Maintains existing charter school funding provisions for all other charter school types, which continue to use the 1.333 multiplier for first-year operations.

Declares an emergency effective upon passage and approval, in addition to the July 1, 2015 effective date.
