Senate Bill 274 Summary

• Creates the Oklahoma Legislative Open Records Act establishing public access rights to records held by the Oklahoma Senate, House of Representatives, and Legislative Service Bureau.

• Requires all legislative records to be open for inspection, copying, and mechanical reproduction during regular business hours, with fees capped at $0.10 per page for physical copies or $10.00 per gigabyte for data records, plus reasonable employee time costs.

• Exempts from disclosure scheduling information, attorney-client privileged communications, executive session records, most personnel files, and materials protected under the state Open Records Act.

• Requires records requests for legislative work product to be fulfilled within a reasonable time following the first legislative deadline when the legislation becomes publicly available.

• Allows any person alleging noncompliance to file a complaint with the designated oversight committee, which must investigate and hold a public vote addressing each complaint.

• Becomes effective January 1, 2016.
