Creates the Oklahoma 9-1-1 Management Authority as a governing board with 23 members representing various organizations and government entities to oversee 9-1-1 system development and fee distribution.

Imposes a $1.00 monthly fee beginning January 1, 2016 on wireless connections, VoIP services, and prepaid wireless transactions, with 10 cents per dollar going to the Authority's revolving fund and remainder distributed to public agencies.

Wireless service providers and VoIP providers retain 1% of collected fees and the Tax Commission retains 1% for administrative costs; prepaid wireless retailers retain 3% and Tax Commission retains 1%.

Requires public agencies to deploy Phase II 9-1-1 service, meet National Emergency Number Association standards, submit annual reports and audits, and establishes Authority power to escrow fees from non-compliant agencies.

Repeals previous 9-1-1 fee statutes and establishes a revolving fund in the State Treasury for Authority operations and grants to public agencies; effective November 1, 2015 for most provisions and January 1, 2016 for fee collections.
