SB 28 Summary

• Removes the minimum age requirement of 28 years for the State Purchasing Director position.

• Requires the State Purchasing Director to have a bachelor's degree from an accredited college or university plus at least 5 years of commercial or governmental purchasing experience, or alternatively at least 10 years of such experience without the degree requirement.

• Maintains existing qualifications regarding knowledge of office practices and buying procedures in volume purchasing.

• Authorizes the Purchasing Division to employ an assistant director, specifications engineer, commodity-specific buyers with 3+ years experience, and other technical and clerical personnel.

• Establishes conflict-of-interest restrictions prohibiting Purchasing Division personnel from selling to state agencies, owning stock in vendor companies, or having immediate family members with financial interests in vendors, with limited exceptions for relatives owning $5,000 or less in stock.
