Changes state agencies from mandatory to optional allocation of funds for the Oklahoma Art in Public Places Act, allowing agencies to "may allocate" rather than requiring they "shall allocate."

Maintains the allocation amount at not more than 1.5% of capital project expenditures, with a maximum assessment cap of $500,000 per project.

Excludes the Art in Public Places funding requirement for fiscal years ending June 30, 2012, 2013, and 2014.

Splits allocated funds with four-fifths going to the Commissioning of Art in Public Places Revolving Fund and one-fifth to the Art in Public Places Administrative and Maintenance Revolving Fund.

Takes effect July 1, 2015, and declares an emergency clause for immediate implementation.
