Transfers responsibilities for parent education programs from the State Board of Education to the State Department of Education, including development and implementation of programs providing guidance on child development for parents of children under age 3.

Renames the "Oklahoma Parents as Teachers program" to "program of parent education" and allows the Department to provide or contract for technical assistance in training and implementing parent education programs statewide.

Requires schools to request parent information upon student enrollment regarding participation in licensed childcare, SoonerStart, parent education programs, Head Start, child abuse prevention programs, and other state or federally funded early childhood programs.

Directs the State Board of Education to align early childhood education program standards with any new subject matter standards adopted under Section 11-103.6a, ensuring consistency across early childhood initiatives.

Changes reference to teacher salary schedules from Section 18-114.7 to Section 18-114.14 and standardizes terminology from "pre-kindergarten" to "prekindergarten"; effective November 1, 2015.
