State Department of Education must provide written notice by October 1 of each year to individuals whose teacher licenses or certificates expired on June 30, with notice also sent to their last-known employer district

Expired licenses or certificates can be renewed with an effective date of July 1 if renewal application and processing fee are submitted by December 31 of the expiration year, unless statutory grounds exist for denial

Renewal applications submitted after December 31 are renewed with an effective date determined by State Department of Education rules, unless statutory grounds exist for denial

Late renewal processing fees cannot exceed 150% of standard renewal fees for applications submitted by December 31, or 200% of standard renewal fees for applications submitted after December 31

Act becomes effective July 1, 2015, with emergency clause allowing immediate implementation upon passage and approval
