Amends 12 O.S. 2011, Section 95 to establish statute of limitations for various civil actions in Oklahoma.

Adds new paragraph establishing that actions based on intentional conduct for childhood sexual abuse, exploitation, or incest must be brought within the later of: (a) 2 years from the alleged act, or (b) 2 years from discovery of the injury; time limit is tolled for children until age 18 or 5 years after perpetrator's release from custody, whichever is later.

Requires actions based on intentional conduct for criminal actions against incarcerated persons can be brought during incarceration or within 5 years after release from state, federal, or local correctional facility.

Adds new paragraph limiting actions by inmates or based on facts occurring during incarceration against the State, its contractors, or political subdivisions to 1 year after cause of action accrues, including revocation of earned credits claims.

Establishes that actions challenging constitutionality of a legislative act must be commenced within 1 year of the act's effective date; becomes effective November 1, 2015.
