Modifies the definition of "abuse" in the Oklahoma Children's Code to clarify that it includes harm, threatened harm, or failure to protect from harm to a child's health, safety, or welfare

Adds a new definition of "failure to protect" as the failure to take reasonable action to remedy or prevent child abuse or neglect, including conduct of a non-abusing parent or guardian who knows of the abuse or neglect but lies, conceals, fails to report it, or takes no action to stop it

Deletes the term "Commission" definition that previously meant the Commission for Human Services, with subsequent definitions renumbered accordingly

Renumbers multiple existing definitions (items 12-24 become items 11-23) to account for the deletion

Becomes effective November 1, 2015
