Amends Section 280 of Title 3A to redirect tribal gaming fee revenue to the newly created Native American Cultural Center Trust Fund for fiscal years 2015-2017.

Redirects $15,000,000 annually (fiscal years 2015-2016) and $10,000,000 (fiscal year 2017) from General Revenue Fund to the Native American Cultural Center Trust Fund.

Creates the Native American Cultural Center Trust Fund as a continuing revolving fund managed by the Native American Cultural and Educational Authority, not subject to fiscal year limitations.

Restricts fund expenditures solely to completing construction of the American Indian Cultural Center and Museum.

Maintains existing 12% deposit of fees to General Revenue Fund (after designated amounts) and 88% to Education Reform Revolving Fund, while preserving $20,833.33 monthly transfer to Department of Mental Health and Substance Abuse Services for gambling disorder treatment and education programs.
