Requires teacher training programs to include sexual abuse and assault awareness and prevention training that all teachers must complete at least once per year.

Directs the State Department of Education, in collaboration with the Department of Human Services and child sexual abuse experts, to develop age-appropriate sexual abuse and assault awareness and prevention education for grades kindergarten through twelve.

Requires school district boards of education to adopt a policy beginning with the 2016-2017 school year to provide age-appropriate sexual abuse and assault awareness and prevention education for all grades.

Mandates that all curriculum and materials be available for parent and guardian inspection, and requires prior written notification to parents with the right to opt their child out of participation.

Directs the State Board of Education to promulgate rules to implement the act; effective date is July 1, 2015, with an emergency declaration for immediate implementation.
