Requires agencies to publish exempt rules on their websites and maintain them at their principal place of business for public inspection.

Reduces agency response time for rule review requests from the Governor or Legislature from 90 days to 30 days; small business requests remain at 90 days.

Grants the Legislature authority to approve, disapprove, or amend proposed and effective agency rules through joint resolution, with joint resolutions exempt from regular legislative cutoff dates.

Extends the deadline to challenge a promulgated rule for noncompliance with procedural requirements from two years to three years from the effective date.

Allows the Legislature to amend effective agency rules by joint resolution, and clarifies that rights gained under emergency rules are not affected by subsequent legislative disapproval or amendment.
