Implements a hiring freeze for statewide office holders' agencies from the filing date for re-election until the start of the new term, unless the State Election Board certifies the incumbent is unopposed or re-elected.

Allows exceptions to the hiring freeze if the elected official determines new hiring is necessary for agency operations, with approval from a governing board or appropriate cabinet secretary.

Requires employees hired during the freeze period to be placed on probationary status with employment subject to review after the new term of office begins.

Codifies the hiring freeze requirement as Section 12.2 of Title 19 of the Oklahoma Statutes.

Effective date: November 1, 2015.
