Senate Bill 310 Summary

• Beginning with the 2020 election cycle, all elections in Oklahoma shall be conducted by mail with uniform procedures established by the Secretary of the State Election Board.

• County election boards shall mail official ballots with return identification envelopes to registered voters between the 20th and 14th day before election day (18th day for voters without daily mail service, 29th day for out-of-state non-military voters).

• Ballot deposit locations must be open on election day for at least 8 hours, closing no earlier than 7:00 p.m., and ballots must be returned in the identification envelope by end of day on election day.

• Voters may return marked ballots by U.S. mail (voter provides postage) or deposit at designated locations, and replacement ballots are available for lost, destroyed, spoiled, or unreceived ballots until 5 days before the election.

• Ballots are counted only if returned in the identification envelope, signed by the voter, and the signature is verified by the county election board against the voter's registration card.
