Moves Primary Election date from the last Tuesday in June to the fourth Tuesday in August of even-numbered years, held only when more than two candidates qualify for the ballot.

Eliminates Runoff Primary Elections and places all qualifying candidates on a single Primary Election ballot regardless of party affiliation; if no candidate receives more than 50% of votes, the two candidates with the highest vote counts advance to the General Election ballot.

Permits any registered voter to vote in Primary Elections, eliminating the previous restriction limiting voting to registered party members (repeals party-specific primary voting rules).

Changes candidate filing period to begin the first Monday of June and end the following Wednesday, moving the deadline from April to June.

Repeals all sections relating to Runoff Primary Elections and becomes effective November 1, 2015.
