• Allows voters to submit a photocopy of proof of identity as an alternative to notarization when submitting absentee ballots by mail.

• Permits absentee ballots returned in person to the county election board to be accepted without notarization if the voter presents proof of identity.

• Changes all statutory references from "in-person absentee voting" to "early voting" throughout the election code.

• Repeals four sections (14-110.1, 14-111.1, 14-112.1, and 14-113.2) relating to procedures for physically incapacitated voters.

• Becomes effective November 1, 2015.
