Amends 47 O.S. 2011, Section 601 to require telegraph and telephone line operators to provide written notice to railroad companies at least 10 days before commencing work on railroad property or rights-of-way.

Grants telegraph and telephone line owners the right-of-way over lands, real property, public grounds, streets, alleys, and highways in Oklahoma, subject to municipal authority control.

Allows railroad companies to permit telegraph and telephone lines to cross or be built along railroad property or rights-of-way, subject to the railroad's necessary use of that property.

Clarifies the reference to the State Highway Transportation Commission and preserves existing rights for telephone and telegraph lines to cross Interstate and Defense Highways and build lines in urban areas.

Becomes effective November 1, 2015.
