Amends speed limit laws to allow the Oklahoma Department of Transportation and Oklahoma Turnpike Authority to post temporary reduced speed limits using changeable message signs or other appropriate signs for maintenance operations, accidents, hazardous weather, or other dangerous highway conditions.

Establishes a gross vehicle weight limit of 90,000 pounds for vehicles operating off the National System of Interstate and Defense Highways unless the vehicle holds a valid overweight permit from the Commissioner of Public Safety.

Clarifies that the Commissioner of Public Safety shall issue annual overweight permits at no cost to municipalities, rural fire districts, owners of farm implements, and retail implement dealers for specified transportation purposes.

Maintains existing speed limit structure with maximum speeds ranging from 25 mph in school zones to 75 mph on turnpikes and rural interstate segments, with penalties for speeding violations ranging from $10 to $205 depending on speed excess.

Takes effect July 1, 2015, with an emergency declaration for immediate implementation upon passage and approval.
