Eliminates payroll deductions for membership dues in the Oklahoma Public Employees Association and other statewide public employee organizations, effective November 1, 2015.

Prohibits school districts from making payroll deductions for professional organization dues and political contributions, except for collective bargaining agreements in existence on the bill's effective date.

Makes it unlawful for state agencies (including public school districts, higher education institutions, and technology centers) to deduct payroll for membership dues in public employee associations, professional organizations, or for political purposes.

Maintains existing payroll deduction authority for financial institutions, insurance premiums, retirement plans, and other specified purposes with minimum participation thresholds (ranging from 500 to 2,000 employees).

Preserves payroll deductions for instructional personnel at the Oklahoma School for the Blind and Deaf, and Department of Corrections employees to the Correctional Peace Officer Foundation.
