Repeals all sections (701-735) of the Oklahoma Education Lottery Act contained in 3A O.S. 2011, eliminating the statutory framework for conducting state lotteries.

Removes the exception in 21 O.S. 2011, Section 1051 that permitted the Oklahoma Lottery Commission to conduct a lottery pursuant to the Oklahoma Education Lottery Act.

Maintains existing exemptions to lottery prohibitions for merchant raffles, military post welfare fund raffles, and qualified organization raffles (churches, schools, fire/police departments, tax-exempt organizations).

Includes a conditional provision that if the Oklahoma Education Lottery Act ceases to have force and effect, the qualified organization raffle exemption shall also cease to have effect.

Effective date is July 1, 2015, with emergency clause allowing immediate implementation upon passage and approval.
