Creates the Oklahoma Sentencing Guidelines Act establishing mandatory sentencing guidelines and prosecuting standards for felony convictions occurring on or after the effective date.

Establishes a two-dimensional sentencing guidelines grid for nondrug crimes based on crime severity and criminal history, with presumptive sentences expressed in months of imprisonment and judicial discretion to deviate for substantial and compelling reasons.

Creates a separate sentencing guidelines grid for drug crimes under the Uniform Controlled Dangerous Substances Act, with enhanced sentences for repeat drug manufacturing offenses (doubled for second or subsequent convictions) and mandatory imprisonment for third or subsequent felony convictions if treatment requirements are met.

Imposes mandatory or presumptive imprisonment for specified offense categories including sex offenses (doubled sentences), crimes involving firearms, gang-related felonies, and certain assaults against law enforcement officers.

Establishes that sentences represent actual time to be served subject to up to 15 percent good time reduction and requires sentencing courts to pronounce complete sentences including prison term, good time credit, and post-release supervision period; effective November 1, 2015.
