Establishes the "Governor's Transparency Act of 2015" to require Oklahoma state agencies to publish Memorandums of Understanding and Memorandums of Agreement on their websites and documents.ok.gov within 15 business days of the document's effective date.

Requires published reports to include the effective date, duration, entities subject to the agreement, purpose, and the constitutional or statutory provisions authorizing the agreement.

Mandates state agencies provide copies of Memorandums of Understanding or Memorandums of Agreement to the appropriate legislative committee chair when the legislature is in session.

Exempts agreements privileged under the Oklahoma Open Records Act from full publication, but requires agencies to still publish a report indicating which entities are subject to the privileged agreement and its duration.

Requires all agreements between state agencies to cite state constitutional or statutory authority, and agreements involving outside entities or federal funds to cite relevant federal and state constitutional authority for the subject matter addressed.

Effective date: November 1, 2015.
