Amends 74 O.S. 2011, Section 840-5.19 to modify employment classification requirements for the Oklahoma Ethics Commission.

Maintains that all positions and personnel of the Ethics Commission shall be classified and subject to the Merit System of Personnel Administration under the Oklahoma Personnel Act.

Creates an exception allowing one investigator position at the Ethics Commission to be placed in unclassified service, in addition to positions already designated as unclassified under Section 840-5.5 of Title 74.

Declares an emergency, making the act effective immediately upon passage and approval rather than at a future date.
