Amends Oklahoma statute 17 O.S. 801.4 to establish a renewable energy standard goal of 15% of all installed electricity generation capacity by 2015.

Expands qualifying renewable energy resources to include wind, solar, photovoltaic, hydropower, hydrogen, geothermal, biomass, distributed generation up to 5 megawatts, and other Commission-approved sources.

Allows steam export capacity at qualified renewable energy resources to count toward the 15% goal established in the statute.

Requires all electricity generating entities operating in Oklahoma to report to the Commission by March 1 each year the installed capacity and kilowatt hours generated by each facility and energy source.

Declares an emergency clause making the act effective immediately upon passage and approval.
