Amends 82 O.S. 2011, Section 1324.21 to add a new withdrawal process for municipalities with populations of 10,000 or more persons that have corporate limits within rural water districts.

Allows a municipal corporation's governing body to petition county commissioners by resolution to withdraw all or part of its corporate limits from a rural water district, including lands subsequently added by lawful annexation.

Requires the municipal resolution to state that no portion of its corporate limits lie within a rural area and that the district no longer serves rural residents as defined by the Rural Water, Sewer, Gas and Solid Waste Management District Act.

Upon county commissioners' finding that the petition is in the best interests of the municipality and district, a certificate of release is issued and district records must be amended within 30 days to exclude the municipal corporate limits.

Declares an emergency provision making the act effective immediately upon passage and approval.
