Prohibits wind energy facility construction within 3 miles of residential dwellings, 1/2 mile of adjacent property lines, 2 miles of public roads, 3 miles of cities/towns, airports, schools, or hospitals without written consent.

Requires wind facility owners to obtain permits from county commissioners and municipalities before construction, providing leases, consents, and bonds for property damage during construction.

Changes financial security filing requirement from year 15 to year 10 of operation, with subsequent filings every 10 years, and increases administrative penalties to $1,500 per day for non-compliance.
